Like the other secondary harmonies, 4 of 4 is a temporary venture outside of the main key. It is 4 of the key defined by 4, and it adds a particularly dramatic and unexpected effect. It is the only one of the secondary chords mentioned here whose root (the flatted 7) is not a note of the original key.
